Android system webview disabled stoping download pending

My android system web app still pending the whole nigt and cannot stop it. Problem not solved cannot update Chrome Source. Still having problems App ring constantly spinning, can't even disable or uninstall it I'm having the same issue as well. Have not found a fix.
